Planet Moneyというポッドキャストの4月22日配信の回で、ソマリアの海賊の「ビジネスモデル」を紹介していた。

・海賊団を組織するには15万米ドルから25万米ドル必要。
・その資金で、高速船や武器(AK47ライフルやロケット弾)を調達し、構成員を雇う。
・海賊団の運営は構成員への食事の提供等、商船の運用と同様のもろもろが必要。
・情報収集が必須。インド洋を闇雲に探しても獲物は見つからない。貧しい国の人を人質にとっても身代金は得られない。アメリカ人を人質にとると米軍に攻撃される危険がある。
・武器の扱いや、操船は誰にでもできるわけではなく、雇った構成員を訓練しなければならない。
・貨物船を襲って得られる身代金は100万米ドルから200万米ドル程度。
・身代金の30%は出資者に、20%は見逃してくれている政府関係者に、残りを構成員で分ける。
・構成員は役割ごとに分け前が違っていて、獲物を威嚇・攻撃して乗り込む人が最も多くを貰い、乗っ取った船で監視しているだけの人の分け前は少ない。
・成功報酬は最も分け前の少ない人で1000米ドルほど。ソマリアの平均年収は500米ドルに比べれば十分に高い。
・出資金に対する利回りはかなり高いと言える。
・身代金が現状より大きく高くなることはない。高いと船主は払おうにも払えず、払ってもらえなければ海賊の意味がない。また、身代金が高くなれば、高い身代金を払うよりは、自衛にもっとお金を使ったほうがましということで、自衛手段が強化され、襲うことが難しくなってしまうから。
